This is a FIXED banner at the top of the page. It's removed from the normal document flow.

Main Content Area

This content area has top padding to ensure it doesn't get hidden beneath the fixed banner. If you inspect the page and remove the `pt-16` class from the `main` element, you'll see this text jump up and be partially obscured by the red banner. This illustrates how `fixed` elements can cause content to shift underneath them because they are taken out of the normal layout flow.

Content Block B

Even with scrolling, the red banner will remain fixed at the top. The `pt-16` on the `main` element ensures that content always starts below it.
